    "content": "Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, aware that the budget making process is solely undertaken by the Executive arm of Government, further aware that the legislature is conferred an oversight function by the Constitution and other written laws, this House grants leave to introduce a Bill for an Act of Parliament entitled \"The Fiscal Management Bill\" to provide for the democratisation, regulation and oversight of the national budget making process and for connected purposes."
