    "content": "Thank you, Mr. Speaker, Sir. I rise to seek a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security. Recently, we witnessed two very sad deaths of Charles Ndung'u Wagaca and Naftali Irungu on Monday, 28th April, 2008, at Lari, Kiambu District. The two died in very mysterious circumstances in what appeared to be a planned assassination. Many Kenyans continue to lose their lives in a manner that has not been explained to this House and the general public. Could the Minister, therefore, shed some light on this matter and 792 PARLIAMENTARY DEBATES April 30, 2008 assure this House that thorough investigations will be carried out and, if possible, by an independent body rather than the police force, which has been alleged to be suspect in the killings that have been going on? That will ensure that the culprits are brought to book. Could the Minister also ensure that people who frequently continue to kill--- They are never nabbed! Is it that we have people who are licensed to kill innocent Kenyans and they go scot-free? Could he also explain to this House whether there are any plans by the Government to support the families and children of the many Kenyans who have been killed in the recent past in mysterious circumstances? OPERATIONALISATION OF THE POLITICAL PARTIES ACT"
