    "content": "Mr. Temporary Deputy Speaker, Sir, one of the challenges we have in this country of course is inadequate training that we have been giving to our police force. As a new law like this come in that is going to affect their performance, in terms of complaints against them, I think the process of retraining that has been mentioned by previous speakers is very important. When you look at the composition of the Board, there is a provision in Article 9(c) that the Chairperson of the Kenya National Human Rights and Equality Commission should sit on this Board as ex-officio . I think not. I think he or she should not for the simple reason that the Chairman of the Kenya Human Rights and Equality Commission will be heading a Commission that will be looking about violations of human rights, including violations of human rights by such a Board. If that Chairperson sits on this Board, they will find themselves in a position conflict and, perhaps, embarrassment when a complaint about somebody’s violation of human right from the conduct of this Board ends up with the Commission. So, I would suggest to the Minister that there is absolutely no need to load the Chairman of the Kenya National Human Rights and Equality Commission, because he or she sits elsewhere that that has authority over human rights of Kenyans in this country, including members of this Board and those who go before it. So, I would suggest to the Minister that he should delete the provision proposing the membership of the Chairman to the Board. If that those were done, in my humble submission, the idea is good, the body is good, and I think it can give this country a way forward as we move from a police force to a police service, service to the people of Kenya."
