    "content": "On a point of order, Mr. Deputy Speaker, Sir. It is a tendency by Ministers that, when they are asked whether they are aware, they answer that they are not aware. The reason why we bring Questions to this House asking whether the Minister is aware, is for him to talk to his officials and bring a satisfactory answer to the House. When a Minister - and I beg your ruling on this issue - comes to the House and says he is not aware, is that not a way of portraying arrogance to this House? The Question has not been asked for him to say---"
