    "content": "Order, hon. Assistant Minister! I remember the same Question was on the Floor when the Minister for Education, Prof. Sam Ongeri, was here and he answered the same. The issue was why is it that in those classes that have less than 45 students, some Kenyan children who also have a right to access those busary funds, were denied that right? So, this is more or less, that there are many schools in Central Imenti Constituency where children cannot access fees. What is your policy on those children where the size of classes are less than 45 children? Do you undertake to come with this answer at a later time or you can answer it now?"
