    "content": "Mr. Deputy Speaker, Sir, I want to commend the Assistant Minister for the answer. This Question arises out of the realisation that towards the end of last year, this country received clamour for the creation of new districts. Mr. Deputy Speaker, Sir, today, we are talking about 145 districts in Kenya. This means that nearly every constituency has become a district because we have 210 constituencies. It also appears that these new districts were created haphazardly without prior consideration to the needs of the people. Mr. Deputy Speaker, Sir, would I be in order to recommend that we consider making every constituency a district with a district commissioner, departmental heads and all the other facilities that are required for a district? This will enable us to plan right from the beginning knowing that all districts and constituencies are being treated equally and fairly."
