    "content": "Madam Temporary Deputy Speaker, I wish to second the Motion on the adoption of the Public Accounts Committee Reports for the 2002/2003 and 2003/2004 Financial Years. But, Madam Temporary Deputy Speaker, I just want to make a few suggestions. Parliament spends a lot of money on Watchdog Committees like PAC. If we spend a lot of money on these Committees and then we do not implement what they recommend, we are abusing the role we are supposed to play; serving the public. So, Madam Temporary Deputy Speaker, I really commend--- I know it has been commended here before--- But I would like to repeat that we must have a Committee of this House which can deal with the implementation of these recommendations. Madam Temporary Deputy Speaker, I have looked at the Report and I find that in every aspect--- In most of the aspects of the Report, the Government has either incurred losses through misappropriation by Government officials or through reckless spending by the Ministries and yet, there has been no action. That is why I feel that we should have a Committee of this House to deal with implementation. Otherwise, Madam Temporary Deputy Speaker, with those few remarks, I beg to second."
