    "content": " Mr. Deputy Speaker, Sir, on behalf of the Government, all are invited. Even those who are not from the Rift Valley--- Remember we are national leaders. I want to say that the process of dialogue has commenced. Even for our top leaders, I do not think that they can make a journey to the Rift Valley a one-off, and say that they have done their job. There has to be serious consultations at all levels. Let us, please, agree. Even if we feel that we would have wanted more, let us begin by making that step, and making the next one, until we complete the journey. That journey should not only be about resettling IDPs, but also of solving all those underlying issues. With those few remarks, I beg to support and appeal to all hon. Members to support this programme."
