    "content": "Mr. Deputy Speaker, Sir, in most productive parts of this country, which are considered to be the grain basket for the country, feeder roads are impassable. In most cases, especially during the rainy season, farmers are forced to pour down milk. Is there a clear-cut policy by the Government to ensure that feeder roads are tarmacked? In the 1960s, the Government of Kenya had a policy of ensuring that roads which serve highly productive areas were tarmacked. Does the current Government have a clear-cut policy to ensure that roads in highly productive areas are given priority and tarmacked?"
