Standing Order No.1 say:- \"In all cases where matters are not expressly provided for by the Standing Orders or by other Orders of the House, procedural questions shall be decided by Mr. Speaker.\" April 17, 2008 PARLIAMENTARY DEBATES 531 My ruling was based on what is provided for in the Standing Orders, on the threshold of the number of Members of a political party that can constitute an Official Opposition. The rest of the ruling was based on precedent. Precedents are very important in the practice and procedure of National Assemblies in the Commonwealth States. Thank you."
