For those who do not know me, I am hon. John Mbadi Ng'ongo, Member for Gwassi Constituency. Mr. Temporary Deputy Speaker, Sir, is it in order for the Member to discuss matters that are not touching on the Bill? With all due respect to the hon. Member on the Floor, this Bill is not touching on the internal auditors or accountants of any organisation. It is a Bill to regulate the professional conduct of the registered accountants who are qualified certified public accountants. It is not about district accountants. Most of the district accountants are not even qualified accountants! So, if you want a Bill that discusses how they should perform their duties, then you should introduce a different Bill. I need to get guidance from the Chair if this Bill is on the internal auditors and the district accountants the hon. Member is referring to."
