However, due to the prevailing circumstances--- I know that Dr. Kosgei, the Minister for Higher Education, Science and Technology is here but she has not been sworn-in. Similarly, I am sure that the Assistant Minister who is supposed to have answered this Question has not also been sworn-in. I want to plead with the Chair to give the Ministry more time to answer this Question. As the Leader of Government Business, I do not have the answer. That happens to be the naked truth!"
