"content": "Thank you, Mr. Deputy Speaker, Sir. I think that the Minister for Transport should just admit that he does not understand the question and even his role in the Ministry. He has attempted to shift the blame on Kenyans; that, it is up to Kenyans to drive safely, obey the various regulations that they come up with and fasten safety belts. He is even telling us that he does not even know where the policemen are suppose to be. I think the Leader of Government Business is here. He should tell us whether he is satisfied with the answer that the Minister has given us. I think the Minister is running away from his responsibilities and he should either be censored or sacked from that job."
