It is also true that the police cannot investigate these crimes when they are part of those who committed crime. It has been said by human rights people, here in Nairobi and all over the world, that the police are responsible for as many as 70 per cent of deaths of those people who were killed in the violence. 398 PARLIAMENTARY DEBATES March 25, 2008 Look at Kibera, for example; you could see tear gas canisters being thrown into houses through windows while poor people came out of the slums and were shot in cold blood.
