    "content": " Thank you, Mr. Speaker, Sir, for giving me this opportunity to contribute to this very historical Bill, at an extremely interesting time. Before I move on, I would like to pay tribute to hon. Members from the Orange Democratic Movement (ODM) and the Party of National Unity (PNU) and its affiliates. They did us proud, as hon. Members. They took a lot of time to deliberate on an important matter, at a time when this country was beset by violence of the kind that has never been seen for a long time. As a matter of fact, this country has never experienced such violence. Mr. Speaker, Sir, it will be recalled that the violence started almost immediately after the announcement of the results of the general election. The violence degenerated to the extent that many Kenyans died. It is important that we understand that the blood of innocent Kenyans was spilt. From the figures we have, 1,200 Kenyans lost their lives. When we talk of Kenyans who lost their lives, we cannot forget innocent children and women who were killed in a church. These are people who thought that by seeking refuge in a church, at least, those who were pursuing them would not touch them; that they would have respected the house of God. Mr. Speaker, Sir, unfortunately, these very callous people did not see it that way. They even decided to kill children. What had these children done? These children were not involved---"
