    "content": "Thank you Mr. Speaker, Sir. At least, you have tried to make some improvement on your answer. That is the first appreciation I make. Secondly, you have also tried to say that we should try and enter into negotiations with the telephone service providers in Uganda. I appreciate that. However, you see you are also telling this House and Kenyans--- This issue is not just about Busia as such. I am asking about Busia because I come from there but this is something you have accepted as the Minister that it also affects people in your constituency. Most of the people living along the border suffer because of this. However, as the Minister, you go further to tell us that we should set our mobile phones manually. Are you aware that some people who have mobile phones did not go to school? What will they do? Where do we have that time to be setting mobile phones every time we are moving around border towns?"
