Technically, it is not possible to stop any signal from coming in because of the International Telecommunication Union (ITU) rules, which say that you cover your country as much as you can. Even if MTN was not in partnership with Safaricom, we would still have the signal coming into Kenya because your handset is capable of picking that signal."
