    "content": " Mr. Temporary Deputy Chairman, Sir, it is not all the Bills that have an interpretation clause. This is a unique Bill. It does not have an interpretation clause. But as I moved, I did inform hon. Members that the two principals, His Excellency the President and the Prime Minister-designate, negotiated this Bill. They wanted it passed the way it is. I am quite sure--- I am quite confident that if there is any interpretation to be done, the two will provide that interpretation. In other areas, the Interpretation and General Clauses Act will provide an interpretation. In other areas, maybe, the Political Parties Act will also provide an interpretation. The best interpretation will be to use this Bill together with the Interpretations and General Clauses Act, other Acts and what the two principal authors felt was the meaning of whatever they put here."
