"content": "know you have that experience. It is very difficult to make it back due to the competition that you face. So, I am very grateful to the people of Vihiga Constituency. Mr. Temporary Deputy Speaker, Sir, my colleagues have talked on several issues here which are very important, but there is an issue which we are not addressing in this country. If we are going to solve the issues of the youth, then we are not going to do so by keeping people who are over-age in the public service, because that does not allow for continuity. There will be no hope. If we are going to keep people who are 65 years or 70 years old in the Civil Service or public offices, I do not think we are going to achieve that. It is not going to be possible for somebody who is of that age to address issues which are going to be good for the youth. We need to have some of those offices run by young people, who are quite many in this country, and are highly educated. Mr. Temporary Deputy Speaker, Sir, we have talked about development all over the country. We have talked about tourism as one of the high earners of revenue for this country. But I would like to address the issue of infrastructure. The roads in this country are in a pathetic state. You cannot move for 50 kilometres before you hit potholes. Therefore, I would like us to address the issue of roads. One of my colleagues talked about the Mombasa-Nairobi Road. The road from Nakuru to Kisumu is in a very pathetic condition. There are so many roads there which are in a very bad state. I would like us to address that. We are going to have Ministers in all Ministries. We would like to get adequate funding for us to be able to construct roads. Once you have a good infrastructure then we can talk about developing areas. Mr. Temporary Deputy Speaker, Sir, the other thing which I would like us to address is the money that we are spending on district roads. We are not getting adequate funding, but the people who are charged with the responsibility of distributing the money in the districts do very haphazard work. Instead of spending money on a project which can last for about three or four years, they scatter the money all over the place, and when the rains come the whole thing is washed away. I would like that issue to be addressed as we go along. Mr. Temporary Deputy Speaker, Sir, in the last Parliament there was a lot of talk about Members of Parliament putting their welfare ahead of that of wananchi . I would like this Parliament to distinguish itself by doing better than that. I would like us to do what we are doing now. We have these two important Bills which are coming to the Floor of the House. I would like 88 PARLIAMENTARY DEBATES March 12, 2008 all of us to support them, so that our people can live in harmony and can see that the people they elected are mindful of their welfare. Mr. Temporary Deputy Speaker, Sir, the other point that I would like to raise, and which has been talked about by one hon. Member here, is the harmonization of districts. Over the last few weeks, friends have been calling me to say that they have a new District Commissioner (DC). When it comes to the distribution of resources, I think equity should be taken into account. I know that most of those districts were dished out last year. It may have been because of politics. But now that we are through with the politics of the 2007 General Elections--- We know which positions each one of us took. I would like the districts to be harmonized so that, if it is a matter of every constituency being a district, then let it be. Mr. Temporary Deputy Speaker, Sir, although the reporting on the skirmishes did not come out very clearly in every part of the country, there are very many areas that were affected. I would like to see the Kshs1 billion kitty to cater for those who were displaced or had very severe injuries, and those who lost their relatives or loved ones being distributed equitably. That can only be done by accepting that, that happened, and then taking stock of all that happened. That way, we can take care of everybody who was affected. Mr. Temporary Deputy Speaker, Sir, the other aspect that I would like to be dealt with, maybe through one of the committees--- I have a suggestion to make to this House. When you look at the offices at Continental House, they look very impressive from outside. But I was imagining that if we had room, half of the Members of Parliament should occupy the offices that we have now, then we can have other offices for the other half. That way, we will have convenient places for people to sit. I cannot be in an office with my personal assistant and other things that are causing congestion. I think it is not a good working environment."
