    "content": "Mr. Speaker, Sir I wish to appreciate the Assistant Minister’s answer. I also want to thank him for giving me the list and the names beforehand, so that I could scrutinize them. According to the answer in part “a”, out of over Kshs150 billion which was used for new roads and maintenance of existing roads, only Kshs252 million was allocated to the North Eastern Province for the last three years. Is North Eastern Province considered the “Third World” province of this country? If so, the Assistant Minister could then tell us that the people of North Eastern Province should always be prepared to use cattle tracks instead of having roads."
