    "content": "Your Excellency and distinguished honourable colleagues, no Parliament worth its name can operate and transact business that comes before it if hon. Members do not respect their own rules of debate which are designed and passed by themselves. Such is the importance of Parliament that it is the only branch of Government that makes its own rules regarding how it wants to discharge its mandate. On the other hand, hon. Members' acceptance and respect for their own rules cannot be meaningful if the Chair who is charged with the heavy responsibility of applying and interpreting House rules is partial, or biased. I want to assure this House that I will be a very dynamic, effective, efficient, proactive, competent, steadfast and honest Speaker. Do not look at my lips, pry open my heart!"
