    "content": "Mr. Speaker, Sir, when we talk about the President, we are not talking about hon. Emilio Mwai Kibaki. We are talking about the Office of the President. The Office of the President occupies a unique position in our Constitution. Part of the problem, I think, which is giving rise to the confusion is the fact that, we have to make a distinction between the Head of State as Head of State and the Head of Government.
