    "content": "Mr. Temporary Deputy Speaker, Sir, let me go back to the body of the Motion. Among the programmes that were agreed were economic development. Look at the way we allocate resources in this country. There is mushrooming of slums in this country and this capital City because people are coming from the rural areas chasing the resources in Nairobi. We need to decentralise the allocation of resources so that we can stem the rural-urban migration. I want to thank the Mover of this Motion and I hope this House will pass this Motion as a reminder that this Government should now wake up from its slumber and ratify and domesticate all international protocols that we have signed. With those few remarks, I beg to support."
