    "content": "Order, hon. Members! There is Question No.1143 directed to the Minister for Local Government, who is also the Deputy Prime Minister. I am afraid that this Question cannot be transacted this afternoon. That is because I imposed sanctions on both the Deputy Prime Minister and Minister for Local Government and any other Minister under that portfolio, until and unless I receive a satisfactory explanation. Those sanctions will continue to apply, as I said, strictly so, yesterday and today. I have seen a letter from the Deputy Prime Minister and Minister for Local Government. However, I am afraid that the letter is not sufficient for me to raise those sanctions. It tells me that the Minister arrived late because he had a problem with traffic. All of us have problems with traffic. So, it is not a good explanation. I am afraid the sanctions will continue to apply for today, until next week. So, for today, both the Deputy Prime Minister and Minister for Local Government and his Assistant Minister will transact no business in the House."
