    "content": "Can I just say the following: I doubt whether you have read all the provisions of the Constitution in regard to the election of President. It is in two parts. First, upon the general dissolution of the House, and in the other situation, where the vacancy of the President occurs outside the general election. Please, also read the Chapter in that Constitution: Election. I am not called upon to make a ruling in that regard because it is relevant to what we are doing. But I suspect you are telling us what you read, which may be thoroughly misleading."
