    "content": "Mr. Temporary Deputy Chairman, Sir, although I agree with the Minister, the penalty prescribed for this kind of offence relating to owners of premises is very little because most of these people are very rich. A fine of Kshs500,000 is peanuts to them. They will just pay it and continue to flout the law. Would the Minister agree with me and increase that fine to Kshs1 million, which would be more reasonable in the prevailing circumstances?"
