    "content": "Mr. Deputy Speaker, Sir, the management of the CDF money has had very many big problems because members of the locational project committees, which have the authority to determine what ought to be developed, are not paid any allowance. That is a major problem. I think that the Minister and all those who are concerned will make a provision to ensure that members of the locational project committees are paid some allowances. They do a lot of good work, but they all complain that they are never paid. We try to give them some little money from the same basket, but it is not official. So, I think time has come for members of the locational project committees to given sitting allowances like the CDF Committees themselves."
