    "content": "On a point of order, Mr. Speaker, Sir. Parliament, as one of the three arms of the Republic of Kenya, has rules. Under these rules, the committees under Standing Order No.198 have their mandate clearly stated. In line with that mandate, the Departmental Committee on Defence and Foreign Relations interrogated some of the activities of the Ministry of Foreign Affairs and came up with a report and that report was accepted. Again, in line with Standing Order No.181, that report was tabled, debated and adopted by this august House in October, 2010."
