    "content": "Mr. Speaker, Sir, to the best of my recollection, I do not remember in the last nine months any interim report from whoever was in charge of that portfolio of the Ministry of Foreign Affairs. Having said that, I stand here on behalf of the Departmental Committee on Defence and Foreign Relations and, indeed, on behalf of the Members of the august House. Today I feel vindicated simply because when this report came to the Floor of the House, there were so many issues. I want to table here a report from the Controller and Auditor-General dated January this year. This report clearly confirms all the issues that this House adopted as a result of the recommendations of the Departmental Committee on Defence and Foreign Relations. Mr. Speaker, Sir, we need to be honest. Criminal responsibility is an individual issue. This report has been with the Government in the last nine months."
