Section 54(2) says:- \"On a question proposed for decision in the National Assembly, the person presiding in the Assembly shall- (b) if he is not the Speaker, have both an original vote and a casting vote.\" So, I do not want anybody to make any innuendoes that may be we did it unprocedurally."
