    "content": " Mr. Temporary Deputy Chairman, Sir, there exists legal provisions where an unpopular decision by the Registrar of Trade Unions can be challenged in court. The issue of proliferation is something we have seen in our political system. The issue of proliferation of trade unions does not necessarily make them efficient or even representative. In fact, they may be ethnic or intended for profit making, among other issues. So, I still insist that the Registrar of Trade Unions should be allowed time to consult as widely as possible before a trade union is registered."
