    "content": "Mr. Speaker, Sir, we will do our best in terms of the reforms within the financial management and working in the Ministries and monitoring their projects. We indicated that there is performance contracting that is now in place. This forces people to deliver on the promises they have made on the contracts which is the basis on which they are funded. So, we expect to see the trend of monies being returned to the Treasury diminishing in the future. With co-operation from all hon. Members in terms of oversight and monitoring, we should be able to implement everything as planned."
