    "content": "On a point of order, Mr. Speaker, Sir. You may recollect that the Committee on the Adminstration of Justice developed a vetting manual to guide Committees and this House on how to go about it when a statute requires the involvement of Parliament. We laid that report on the Table of the House together with the manual. It might succeed if the House could allocate time for it. In fact, we even travelled all the way to the United States of America (USA) to study how they go about it. I believe that if we could debate it, it might be of tremendous assistance to the House and also the various Committees."
