    "content": "Mr. Temporary Deputy Chairman, Sir, I have just one issue in response to the Minister. He says that there are rigorous rules. Of course, there must be rigorous rules in banking, so that our economy is safe. He also says that it does not make business sense to run small banks. So, that is a business decision. Why do you not let somebody make a business decision? If it is a bad decision, he will lose business. He will withdraw or increase his capital base. Why do you make a law for them that they must be this or be wiped out? We do not make laws for people to make business decisions. Business decisions are for businessmen."
