"content": " Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the proviso to Section 7 which was inserted by the National Assembly be deleted. The proviso read:- \"Provided that the powers of the Commission under this Act shall only relate to offences taking place after the commencement of the Act\". His Excellency, the President, in recommending that it should be deleted, took cognisance of the fact that there were many cases currently under investigation by the Kenya Anti-Corruption Commission (KACC) which were begun prior to May, 2003. Currently, I want to inform this House that there are 312 such cases under investigation."
