The issue is that we are not rejecting or voting on the President's Memorandum; we are amending it. When amending, it requires simple majority! If you intend to negate or throw it away altogether, you need to do it with a calculator. To override a Presidential veto, you have to raise two-thirds majority. Now that we are in the amendment, I will put the Question."
