The procedure that an amendment of this nature takes is that, first of all, it is approved by the Speaker. The Speaker's decision does not negate His Excellency the President's Memorandum. The issue that is being raised by the hon. Member is pertinent. But given the Speaker's approval, the route to address whether it is negative or not is the Speaker and the Attorney-General.
