    "content": "If you read this particular provision, it is very explicit that the report of the Committee which was adopted by the House shall be included in an Appropriation Bill. When the word “shall” is used, it is mandatory that what we passed here on 27th July, 2011, with regard to the various Votes, shall be included in the Appropriation Bill. That has not been done and, therefore, I find proceeding with this Bill in its present state to be violating the very Constitution that we took an oath to defend and protect at all costs."
