    "content": " Mr. Temporary Deputy Chairman, Sir, one of the cardinal rules of Parliament is that the majority have their way and the minority their say. By deleting the words \"of the associates property at the time specified in the notice\", we are actually destroying the ability of the KACC to trace looted property. It is very well known that looters hardly register properties in their names. They register in the names of companies, whose shares are held by other companies, or in the names of their children, associates and business friends. What we are saying is that we no longer want to follow looted property. I think we stated this earlier when this Section was being deleted. This is, once again, negating the purpose of the Memorandum. It is unfortunate that corruption cartels are winning the day. With those few remarks, I beg to oppose."
