    "content": "Mr. Temporary Deputy Chairman, Sir, I support the President's recommendation on this one but with some reservations. This is because we are referring here to the Chairman, or any other designated official of a political party. I would have rather we referred to the leader of that political party in the National Assembly. What we are actually referring to here is actually the leader of the parliamentary group of that party, and not necessarily the chairman. As you know, we have had problems with chairmen who are not Members of Parliament, trying to determine what happens in the House from outside. That has brought some conflicts. We have even been taken to court."
