    "content": "Mr. Speaker, Sir, for the third time, because of the loud consultations, I have to repeat my question. While the Assistant Minister was answering Prof. Olweny's Question, actually, he conceded that there was a delay in completing projects under the Rural Authority in the entire country. But we need to treat the real disease and not the symptoms. Recently, the Ministry established the Rural Authority, which is a different entity from the KPLC, and yet it does not have its own staff. Could he confirm that there are no staff under the Rural Authority although it has a Chief Executive Officer? They should be allowed to recruit their members of staff to enhance the implementation of the projects."
