    "content": "Mr. Speaker, Sir, I wish to add my voice to the sentiments expressed on the importance of this Bill. Today, we have stem-cell research, HIV/AIDS research and DNA banks which are springing up in the world. All these will have a major impact on humankind and the environment in the near future. I commend the Minister for bringing this Bill because many times, HIV/AIDS research experiments have been undertaken in Kenya. People have been injected with HIV/AIDS strains, people have been injected with what can and cannot cause HIV/AIDS infection without proper authority to monitor what the scientists have been doing in Kenya. This Bill will assist Kenya to monitor such activities. Many people have died or become specimens."
