Therefore, I am saying that this Bill does not have enough provisions to enable the proposed Board to access areas, where experiments are being done. The Bill does not give the proposed board enough powers to assess and ensure that, indeed, what a person says he is going to research on is, indeed, what they research on, for example. One may claim that he is doing research to ensure that he fights sickle cell anaemia, but in his laboratory, he could be recreating honourable or vulnerable creatures, or replicating the most respected \"Gor Sung\"."
