    "content": "Mr. Speaker, Sir, I think Mr. Mwancha meant to say that when this cess was introduced, at that time, we did not have such a fund as the Fuel Levy Fund. So, the Fuel Levy Fund is supposed to go towards the maintenance of roads. Why do we want to levy another tax on farmers when we have money through the Fuel Levy Fund that is supposed to be used to maintain roads? Why tax farmers twice? Why can we not abolish this cess altogether, on all the crops and not just coffee, tea and sugar cane?"
