    "content": "Mr. Speaker, Sir, under the Public Officer Ethics Act, hon. Members, Cabinet Ministers and other leaders are not supposed to conduct Harambees as guests of honour. The Assistant Minister has said that, that Harambee was owned by Mr. Nyachae and, therefore, it was a provocation for other people to go and attend it.
