    "content": "On a point of order, Mr. Speaker, Sir. For over four weeks, I have been asking the Government to give a Ministerial Statement on the Persons with Disabilities Act, because it has not been operationalised. The issue of the Persons with Disabilities Fund and the Persons with Disabilities Board have not been put in place. Up to today, I have not had a response. The Vice- President and Minister for Home Affairs was supposed to deal with the matter but it was moved from his Office to the Ministry of Gender, Sports, Culture and Social Services. Until now, this matter has been put under the carpet, and it is a matter, that deals with people with disabilities in this country, who are about three million Kenyans."
