The Assistant Minister said that rioting, mayhem and looting led to the use of live bullets. There was a school child who was killed while holding his books and was from school. Could he tell this House that the young boy, who was hit by a bullet on the head, was actually looting? That problem was in a stadium, which was three kilometres away from the child who was hit.
