    "content": "Mr. Deputy Speaker, Sir, I beg to move the following Motion:- THAT, in view of the inequitable and unstructured distribution of loans managed by the Higher Education Loans Board (HELB) for students in institutions of higher learning; aware that the distribution of funds has tended to favour students from urban areas and highly populated regions of this country; cognizant of the need to provide all young persons with equal opportunities to acquire knowledge and specialized skills; this House do grant leave for the introduction of a Bill for an Act of Parliament to amend the Higher Education Loans Board Act, Cap.213A, of the Laws of Kenya, to provide for a decentralized Constituency Higher Education Loans Scheme (CHELS) to ensure equitable distribution of loans' funds at the constituency level to students in both regular and parallel programmes studying in public and private universities and for matters incidental thereto and connected therewith. Mr. Deputy Speaker, Sir, the Higher Education Loans Board (HELB) has been very useful in helping many students to acquire higher education. The HELB was established by an Act of Parliament in 1995 with the objective of administering the students loans scheme to the needy Kenyan students pursuing higher education. It operates under Cap.213A---"
