    "content": "Mr. Deputy Speaker, Sir, it is true that, in some constituencies, there have been some managers. In some constituencies, there are very technically competent staff within their CDF offices. That is not the case in all the constituencies. In response to an appeal by hon. Members to provide technical expertise on a uniform basis, we agreed that the NMC should recruit and assign, to every constituency, an independent technical advisor, who will help that constituency on an even basis, so that we do not have the problems that we seem to be having; of somebody waking up and deciding that an hon. Member is misappropriating funds and soon there are investigations. There should be an independent person on a continuous basis, monitoring, reporting and liaising with the NMC. This is for the benefit of each of the Committees, and is aimed at strengthening areas where officers have been recruited and assigning officers to areas where nobody has been recruited. It can only be for the better. There is no duplication of duties."
