    "content": "Mr. Deputy Speaker Sir, the Constituency Development Committee (CDC) is defined in law. It is a committee of volunteers who have been appointed for a two-year period. Those people are supposed to be there to serve. They are not accountable to anybody because they as volunteers. To safeguard the public kitty, it is important to have people who are accountable to Parliament through the National Management Committee (NMC). But having them there does not, in any way, indicate that they are the chief executive officers of the Fund. But they are Fund Managers.
